CAPITAL MARKETS AND SECURITIES AUTHORITY SECURITIES INDUSTRY CERTIFICATION COURSE (SICC) 17TH APRIL TO 31st MAY 2023 AT THE CMSA TRAINING CENTRE, GARDEN AVENUE TOWER, 6TH FLOOR, OHIO STREET/GARDEN AVENUE, DAR ES SALAAM The Capital Markets and Securities Authority (CMSA) was established by the Capital Markets and Securities Act, 1994 (Cap. 79) and is charged with the responsibilities for developing and regulating capital markets in Tanzania. According to the Capital Markets and Securities Act (CMS Act), CMSA is charged with responsibilities of promoting and facilitating the development of an orderly, efficient and sustainable capital markets and securities business in Tanzania while ensuring fair and equitable dealings. CMSA licenses and regulates investment intermediaries, commodities traders and approves issuers of securities to the public and commodity contracts among other duties. Pursuant to Section 32 of the CMS Act, a person intending to work as a Dealer; a Dealers Representative, an Investment Adviser; an Investment Adviser’s Representative; Nominated Advisors Representative (NARs) or any other market intermediary, must have CMSA’s Certification. In its endevour to develop and strengthen capital markets in Tanzania, the CMSA in collaboration with the Chartered Institute for Securities and Investment (CISI), UK will conduct the Securities Industry Certification Course (SICC) as detailed below. OBJECTIVES OF THE COURSE The objective of the course is to train market players and professionals to keep pace with the global market demands in delivery of services and promoting professionalism and expertise in the capital market business. Specifically, the objectives of the SICC are to:- i) Deliver a training programme to potential brokers, dealers representatives, Nominated Advisors (NOMADs), NARs, investment advisers, regulators, stock exchange officials and other market players; ii) Ensure that trainees have sufficient understanding of capital markets and business in the Enterprise Growth Market (EGM) segment in order to perform their roles in a way that contributes to making an orderly market that is fair and efficient; iii) Convey an understanding of the basic and practical requirements for managing EGM companies and securities business; iv) Help trainees appreciate that securities business is the most likely to flourish in a market that enjoys the trust of both investors and issuers. v) Bridge the gap of the increasing need of market professionals given the current and anticipated growth of capital market industry in the Country. WHO SHOULD ATTEND THE COURSE The course is targeted for professionals who are offering or intending to offer their services to the capital markets and securities industry. These include staff of: 1. Broker or Dealer Companies; 2. Nominated Advisor Companies; 3. Investment advisers firms; 4. Pension Funds and Trustees; 5. Portfolio and Asset Management Companies; 6. Banks and Financial Institutions; 7. Investment Companies; 8. Stock Exchange; 9. Regulators of Capital Markets, Insurance, Social Security and Banking Sector; 10. Listed companies and companies with potential for listing; 11. Professional firms such as Accountants and Auditors, Lawyers etc 12. Other interested institutions. QUALIFICATIONS OF PARTICIPANTS The potential participants for this course should have qualification of a diploma or advanced diploma or university degree or their equivalents. APPROACH OF THE COURSE The course is organised in the form of modules and will be delivered by expert trainers, consultants, regulators and investment advisors on a part time basis. Training will be primarily through lectures. At the end of the six weeks, candidates will sit for an examination. DATE AND DURATION The SICC will be conducted from 17th April to 31st May 2023 and will be an evening programme from Monday to Friday starting from 5:00pm to 8:00pm. VENUE The course will take place at the CMSA Training Centre, located at the 6th Floor, Garden Avenue Tower, corner of Ohio Street and Garden Avenue, Dar es Salaam, Tanzania. APPLICATION AND PARTICIPATION FEES The application fee is TZS 50,000 and the participation fee is TZS 2,000,000 per person. The participation fee covers the tuition, learning materials and refreshments. Candidates will be responsible for their own travel and accommodation expenses. Interested candidates are required to submit their applications showing full addresses, emails and phone numbers and enclose copies of relevant education certificates. They are also required to obtain control numbers from the CMSA for making payment of the application and participation fees. For participants outside Dar es Salaam will be provided with a link for online participations in the training, but will require physical presence during examinantions.The deadline for submission of the application is 12th April 2023. Two Years of Dr. Samia in Office Marks Remarkable Strides in the Capital Market Frontiers

Her Excellency Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania has set legacy of exemplary performance in the capital market frontiers in her two years period in the office. Commenting on the significant performance attained, the Chief Executive Officer of the Capital Markets and Securities Authority (CMSA), Nicodemus Mkama highlights that, the notable achievements were a result of conducive policy, regulatory and operational environment provided and supported by the Sixth Phase Government under the noble leadership of Her Excellency Dr. Samia. Mr. Mkama also highlighted that, economic diplomacy and international relations being pursued by Her Excellency Samia have attracted more participation of local and foreign investors in Tanzanian capital markets, thus resulting into the following key achievements: • Total value of investment in the capital markets increased by 18.3 percent to reach TZS 35.3 trillion as at 28th February 2023 from TZS 29.9 trillion as at 28th February 2021; • Combined trading turnover of equities and bonds increased by 40.1 percent to TZS 6.4 trillion from TZS 4.6 trillion recorded in the corresponding previous period; • The trading turnover of Bonds also increased by 83.2 percent to TZS 6.1 trillion from TZS 3.4 trillion recorded in the corresponding previous period; and • Net Asset Value of Collective Investment Schemes increased by 155.28 percent to TZS 1.42 trillion from TZS 557.28 billion recorded in the corresponding previous period. LAUNCHING OF THE CAPITAL MARKETS UNIVERSITIES AND HIGHER LEARNING INSTITUTIONS CHALLENGE FOR YEAR 2022/23

The Capital Markets and Securities Authority (CMSA) conducts Capital Markets Universities and Higher Learning Institutions Challenge (CMUHLIC), a competition that is open to students in universities and other higher learning institutions in Tanzania. The primary objective of the challenge which is open to students in universities and other higher learning institutions in the United Republic of Tanzania is to increase financial inclusion and capital markets awareness to students in higher learning institutions by testing their knowledge and understanding on issues related to capital markets. It also tests their ability to apply their knowledge of capital markets to real life situations. CMSA launched the University Challenge for year 2022/23 on 7th December 2022 and will run until 31st March 2023 to inculcate financial and capital markets literacy amongst students in universities and other higher learning institutions, through quiz and essay competition. The experience from the past year’s participation since the challenge was launched in 2016 has registered increased interest and awareness of capital markets to the students in universities and higher learning institutions. Furthermore the top winners of the competition have demonstrated notable competence in aspects of capital markets, self-confidence and exposure that has enabled them secure employment opportunities in different institutions including top consulting and advisory firms who are also active stakeholders in the capital markets industry. REQUEST FOR COMMENTS ON DRAFT CAPITAL MARKETS AND SECURITIES (CROWDFUNDING) GUIDELINES, 2022

CMSA and other financial sector regulators have participated in the development of the draft Guidelines taking into account International Standards for securities markets regulation as set out by the International Organization for Securities Commissions (IOSCO), the East African Securities Regulatory Authorities (EASRA); and in line with industry frameworks of Africa Crowdfunding Association (ACfA) and other relevant bodies. Regulation of crowdfunding operations are expected to reduce market risks and build investors’, market players’ confidence and contribute to the development of the industry.
